feat(localApps): 添加 Sun Panel应用
- 新增 Sun Panel 应用的配置文件和文档 - 创建多个版本的 data.yml 和 docker-compose.yml 文件 - 添加 Sun Panel 的README文档，介绍其功能和使用方法
